The CPC Committee of ICBC held the enlarged meeting, in September 21 forenoon, to convey the spirit of the 4th Plenum of the 17th CPC Central Committee, and proposed the implementing actions in compliance with the status quo of ICBC and introduced the new requests to improve the party construction work of modern financial enterprise.

Mr. Jiang Jianqing, the secretary of the ICBC CPC committee plus the chairman of board of ICBC, firstly conveyed the spirit of the 4th plenum of the 17th CPC Central Committee and asked for all the staff to know the significance of this plenum of the 17th CPC Central Committee that was convened against the international situation continuing to change in depth and China facing important opportunities of further developing. This plenum deliberated and approved Decision of the Central Committee of the Chinese Communist Party Regarding Several Important Questions on Enhancing and Improving the Party Construction to Deal with the New Situation to pay attention to promoting and fulfilling overall deployment of the party construction work and to focus on studying significantly theoretical and practical issues with strategy, fundamental and urgency. So this decision embodies with thoughts, guide principles and pertinence and outlines the party construction in the current and following periods.

Mr. Jiang Jianqing emphasized that as a sequent step, organizations at all levels will study and implement the spirit of the 4th plenum of the 17th CPC central committee to complete as a political task, and ensure the thinking of all the staff in line with the spirit of this 4th plenum to unite closely around the Central Party as the core of Comrade Hu Jintao, and enhance the party construction in reform and renovation spirit to promote building top level financial enterprise. Additionally, He put forward three requirements for studying and implementing the spirit of the 4th plenum of the 17th CPC central committee.

Firstly, actively studying and implementing the spirit of the 4th plenum of the 17th CPC Central Committee must combine with the financial work and the state quo of ICBC, based on the universal requirement of CPC Central Committee, so that it quickly becomes a hot wave in ICBC. Through studying, all the staff further know how important and urgent to build the party for dealing with new situation in order to raise consciousness and steadfastness of that the party exercises self-discipline and the ideology and politics level of various leading teams, finally to be able to enhance and promote scientific development. While study atmosphere is formed in ICBC and the construction of learning-oriented bank is fastened, the strategic task of constructing the Marxism learning-oriented must be fulfilled to convert political and organizational advantages of the state-owned commercial bank into the power of developing economy fast and well.

Secondly, the due role of ICBC must be played in supporting the fast and sustainable development of economy. Studying and implementing the spirit of the 4th plenum and promoting the great engineering of the party construction must be in conjunction with dealing with attacks of international finance crisis, supporting the fast and sustainable development of economy and finalizing healthy development of the bank. Supporting industrial and regional adjustments, independent innovation and energy conservation and environmental protection will be strengthened to contribute maintaining economic growth, boosting domestic demand and adjusting economic structure.

Thirdly, the level of party construction work of modern financial enterprise must be further improved. ICBC will seriously carry out new tasks and new requirements proposed in this plenum, combine with the actuality to unfold the party construction and investigation, deeply think about important subjects of the ICBC party construction work, and work out measures of strengthening cadre ranks, democratic centralism system, talented teams, basic party organization as well as party member ranks, construction of the work style, anti-corruption and honest administration as early as possible. The combination of the party construction with modern financial enterprise construction, as a significant power, will promote the reform and innovation as well as transformational development.
